An "incident" is defined as any non-recurring event that causes a reduction of roadway capacity or an abnormal increase in demand. Such events include traffic crashes, disabled vehicles, spilled cargo, highway maintenance and reconstruction projects or any other event that significantly affects roadway operations.

The Traffic Incident Management Group, facilitated by SMPDC, is a body of traffic incident management stakeholders consisting of law enforcement, fire and rescue, and transportation agencies interested in enhancing traffic incident management on Interstate 95, Route 1 and other arterial roads in southern York County and northeastern Rockingham County and Strafford County. Incident-related traffic flow issues are an increasingly significant challenge for this bi-state region as witnessed by an increasing number of crashes, natural disasters and other events that have caused traffic circulation issues in the area. The group was started in response to several long-range planning initiatives identifying issues related to southern Maine's lack of redundant highway capacity.

 

The Traffic Incident Management Plan was given the National Association of Development Organization's 2007 Excellence in Regional Transportation Award.
