Kittery Area Comprehensive Transportation System

SMPDC provides primary staff support to the Kittery Area Comprehensive Transportation System (KACTS) which is the Metropolitan Planning Organization (MPO) for the Maine portion of the Portsmouth and Dover-Rochester, New Hampshire urbanized areas. Located in New Hampshire, the Strafford Metropolitan Planning Organization (SMPO) covers the Dover - Rochester - Berwick, ME urbanized area (just New Hampshire municipalities). Additionally, the Rockingham Metropolitan Planning Organization (RMPO) covers 26 communities in southeastern New Hampshire, stretching from the seacoast west along the Massachusetts border to Salem, NH and along the Route 101 Corridor to Epping and Freemont, NH.

An MPO is a committee, along with support staff, responsible for planning and programming Federally funded transportation projects within a designated "Metropolitan Area."  In the case of the KACTS MPO, this area includes York, Kittery, Eliot, South Berwick, and Berwick.

The KACTS Committee has been in existence since 1982, and receives a biennial allocation of funding for the purpose of programming a variety of transportation projects in the area, from sidewalks to roadway reconstruction to public transportation service. 

KACTS is required by Federal law to develop both a Long-Range Transportation Plan and a Transportation Improvement Program (TIP).  The Long-Range Plan is primarily a policy document which includes an assessment of the current transportation systems, and contains goals, objectives, and strategies to improve and enhance these systems. 

In 2013, KACTS received a grant from the Federal Highway Administration to use a new online tool, INVEST, to update the Long Range Plan.  INVEST is a voluntary online tool that can be used by municipalities, Regional Planning Commissions, Metropolitan Planning Organizations and Department of Transportations to look at the sustainability of plans, projects and maintenance and operations.  For more information about how KACTS used INVEST, visit our case study on the INVEST website.

The Committee revisits and updates this Plan every five years.  The latest Long-Range Transportation Plan was approved by the KACTS Committee on September 8, 2014. Click here to see the 2014 plan.

The Transportation Improvement Program (TIP) is a program of specific transportation projects to be completed over the next four years. These projects are developed by the municipalities, public transportation providers, and MDOT, and must be consistent with the Transportation Plan. The KACTS Committee reviews project proposals, and selects projects to be included in the TIP.
