Paul Schumacher
Executive Director

Paul Schumacher has been the Executive Director at SMRPC since 1996. Prior to that he worked as a Town Planner in several southern Maine towns and also at a consulting firm on Cape Cod. Paul has a B.A. from the University of New Hampshire and a Master's Degree in Urban/Environmental Policy from Tufts University. His professional interests revolve around creating healthy communities and including all relevant interest groups from social service organizations to economic developers to environmentalists in the discussion of what that community should be. He likes kayaking and touring Maine with his wife Rachel and son Ryder.

Jonathan "J.T." Lockman
Planning Director

J.T. Lockman has been working in planning for 25 years, and has been certified by the American Institute of Certified Planners since 1988. He has a Master's Degree in Regional Planning from the University of North Carolina at Chapel Hill, which he earned in 1987. He received his Bachelor's Degree in Science and Environmental Education from Cornell University in 1980. J.T. has also served as a certified Maine Code Enforcement Officer and Plumbing Inspector.

During and after graduate school, his early work experience was as a Planner and Project Planner for the City of Winston-Salem/Forsyth County, North Carolina. He then moved to Maine, and served as the Planning Director for Bar Harbor for 8 years, and Director of Planning & Development for Wells for 3 years, before joining SMRPC in 1999. Always a fan of computer technology, J.T. has been involved with the development and implementation of Geographic Information Systems at each of the three jurisdictions he worked for. He has extensive experience in site plan and subdivision review, building codes, land use ordinances, legal issues, and comprehensive plan development. J.T. has served as the president of the Maine Association of Planners and as the Chair of the Resort & Tourism Division of the American Planning Association.

He enjoys singing and playing classical violin and fiddle, and when out of the office, can usually be found kayaking or hiking around York County with his two teenaged sons, Seth and Aaron.

Chuck Morgan
Economic and Community Development Director

Chuck has been working in the fields of Economic and Community Development for 13 years. He has an undergraduate degree in Psychology and was awarded a Master's Degree in Public Administration From the University of Maine at Orono. Over the past 13 years chuck has been involved in numerous economic and community development projects throughout Maine and has worked at the State, regional and local levels of government. Chuck is the point person for SMRPC's economic and community development activities and is the staff liaison to the Southern Maine Economic Development District. An avid collector of signed books and autographs, Chuck frequently pesters other staff members to find out what well known persons are in the area and can he get their signatures. His wife Marla and daughter Sarah live in Gardiner, which should qualify him for Maine's longest commuter award.

Tom Reinauer
Transportation Director

For the past seven years Tom has provided staff assistance to the Kittery Area Comprehensive Transportation Study (KACTS), the Metropolitan Planning Organization (MPO) for the Kittery urbanized area. As staff to KACTS, Tom is responsible for completing a yearly work program that includes development of Transportation Improvement Programs, long range Transportation Plans, special studies requested by the Committee, and ongoing compliance with all Federal and State requirements. He also serves as Chairperson for the KACTS Committee.

Tom is responsible for grant writing and grant management of all Federal Transit Administration (FTA) and Federal Highway Administration (FHWA) contracts, including operating assistance and capital improvements for public transportation providers in the region.

He also dodges traffic to conduct vehicle counts, and maintains a database of all available traffic count and accident data in the region. He recently was project manager for planning and implementation of the ZOOM Turnpike Express bus service, and is presently working on the Mountain Division rail with trail project.

Before arriving at SMRPC in 1993, Tom worked for the Central New Hampshire Regional Planning Commission.

Myranda McGowan
Senior Transportation Planner

Myranda McGowan is SMRPC's newest hire. Myranda holds a Bachelors degree in Sociology. She has been working with Strafford Regional Planning Commission in the role of Transportation Planner. With Myranda's extensive background and knowledge, transitioning into SMRPC's Transportation Department as Senior Transportation Planner should be an easy feat for Myranda. Myranda presently resides in Westbrook with her son Owen.

Peg Sawyer
Bookkeeper

Peg has been at SMRPC since 1990, first as Bookkeeper then with the added duties of Office Manager. As a former teacher and mother of five she is accustomed to dealing with many things at once. SMRPC is often similar to both; it is never boring and always presents surprises and new information. What more can one ask in their employment. When the question what I actually do arises, my answer is that I do almost everything here but plan.

Maine Small Business Development Center Staff

 

Gordon Platt
Small Business Development Center Counselor

Gordon was the Owner/Operator of Curry Printing & Graphics from 1977 until 1992. In addition, he has had a variety of experiences in other business settings: Sales and Marketing at Sears Roebuck & Co. and American Business Systems, Telemarketing at LL Bean and six years with a small manufacturing company serving in many capacities including Human Resources, Safety, Training and many diverse assignments. His areas of expertise include purchasing, marketing, advertising, sales, budgeting and cash flow management and human resources. Gordon has a B.S. degree in Business Administration from the University of Southern Maine and is an active member of his community having served the Chamber of Commerce, Rotary, Central Maine Technical College Board and the Downtown Development and Management Corporation Board in the Lewiston/Auburn area and many other groups.

When he relaxes, he listens to a wide variety of great music while cooking for his friends. To work off the cooking, Gordon enjoys bicycling (he has done the Trek Across Maine more than a dozen times). When time permits he likes hiking, camping, and photography.

Marian Alexandre
Office Manager

Marian comes to SMRPC in September of 2007 with an extensive knowledge of office procedures. She gained this knowledge by working at Sanford's Public Works Department, operating her own trucking business, as well as a computerized bookkeeping service since 1992. She was born and still resides in Sanford. While not at SMRPC, Marian raises her teenage son Adam with the help of her fiancé Dave and puppy MoJo and cat Joey.

Chris MacClinchy
Planner

Chris has been working with SMRPC since the summer of 2007 as an intern while pursuing his master's degree in community planning and development at the Muskie School of Public Service. In June 2008, Chris completed his studies and graduated from Muskie School and will continue working with SMRPC assisting with transportation, comprehensive planning and research on the Bi-State Green Project. Chris and his wife Julie reside in Kennebunk with their daughter Erin and expecting another daughter in March.
